Expense Tracking and Input VAT in the GCC

Recording an expense and claiming its VAT are separate decisions. A payment can be a genuine business cost without its VAT being deductible. The purchase must support eligible activities, the documentation must satisfy local rules and any restrictions on the category must be considered before a recoverable amount enters the return.

DocMakBooks lets you record expenses and recoverable VAT. Use that record as a starting point for review, not as a legal determination of entitlement. For a mixed business, one uniform recovery percentage across all spending may overstate the claim: taxable and exempt activities can require an allocation and an adjustment under local rules.

From receipt to supported input-tax claim

Check the supplier's identity, VAT number, invoice date, description, net amount, tax and currency. A card terminal slip or bank debit only proves payment; it may not contain the information needed for a tax invoice. Retain the underlying invoice and evidence explaining why the purchase was for the business.

For standard-rated UAE office supplies costing AED 1,050 including VAT, the net cost is AED 1,000 and VAT AED 50. If the whole AED 50 is recoverable, the expense is AED 1,000 and the tax is recorded separately. If recovery is blocked, the AED 50 normally forms part of the cost rather than reducing the VAT payable. Accounting capitalisation may apply to assets instead of immediate expensing.

Country rules are not interchangeable

UAE, Saudi, Omani and Bahraini rules contain their own restrictions and exceptions for private use, entertainment, vehicles and employee-related benefits. Do not reuse a UAE expense policy in Saudi Arabia without reviewing ZATCA's deduction rules. The presence of a valid invoice is necessary in many cases but does not override a blocked category.

In Saudi Arabia, preserve the electronic invoice evidence received from the supplier and the relevant credit notes. An expense entry or scanned picture cannot substitute for the supplier's e-invoicing obligations. Phase 2 clearance is a separate compliance process; an internal ledger entry alone does not demonstrate that it occurred.

Imported software and professional services

A foreign supplier charging no local VAT does not mean the purchase is tax-free. Imported services may require reverse-charge output tax, with a corresponding input claim only to the extent eligible. Review where the service is supplied and whether the foreign supplier has a relevant local establishment before selecting the treatment.

Keep the foreign invoice, contract, exchange-rate basis and a note of the reverse-charge assessment. The calculator's ordinary add/remove VAT result is not a complete imported-service return entry. Customs VAT on goods also needs import evidence and a link to the importer; courier invoices and customs documents should not be counted twice.

Employee reimbursements versus payroll

Basic salary and allowances paid in an employment relationship should not simply be treated as VAT-bearing supplier bills. A hotel stay, equipment purchase or travel reimbursement may involve a supplier invoice and separate recovery conditions. Keep employee approval, purpose and the original document rather than claiming VAT from the reimbursement total alone.

At period end, reconcile expense totals to payments and outstanding supplier balances, review duplicate receipts and account for credit notes. Compare the recoverable VAT report to the source invoices, excluding unsupported or personal items. Pension contributions, gratuity provisions and salary liabilities belong in a payroll review, not in an assumed input-VAT claim.

Expense and input-tax review workflow

  1. 1Record the supplier, date, description, net cost and VAT in Expenses.
  2. 2Retain the invoice and business-purpose evidence separately where needed.
  3. 3Assess blocked recovery, mixed use and imported-service reverse charge.
  4. 4Reconcile invoices, credit notes and payments without duplicating tax.
  5. 5Review eligible input VAT in the VAT return workings before portal submission.

Regulatory details to verify before relying on this guide

Verify blocked-input categories, mixed-use apportionment, claim time limits and reverse-charge treatment against the current FTA, ZATCA, OTA or NBR guidance. No automatic entitlement is implied by an expense category.

Frequently asked questions

Can I claim VAT from a card receipt?

A payment receipt alone may not satisfy tax-invoice requirements. Obtain the appropriate supplier invoice and check eligibility under local rules.

Are salaries subject to input VAT?

Employee remuneration in an employment relationship is different from a supplier's taxable service. Do not calculate an input-VAT claim from salary totals.

Is all VAT on business travel recoverable?

No. Purpose, category, invoice evidence and country-specific restrictions determine recovery. Mixed personal/business use needs particular care.
