VAT Registration in Bahrain (2026): 10% Rate, NBR Process & Partial Exemption

Bahrain doubled its VAT rate from 5% to 10% in January 2022, giving it the second-highest standard rate in the GCC. VAT is administered by the National Bureau for Revenue (NBR), and registration thresholds are low enough that most trading SMEs in the Kingdom fall inside the regime.

This guide covers the thresholds, the registration process, filing frequency by turnover band, the partial-exemption trap that catches Bahraini financial-services businesses, and the penalty regime.

Thresholds

Registration is tested on annual supplies over a rolling twelve-month window, or on expected supplies for the coming twelve months. Non-residents making taxable supplies in Bahrain register from the first supply, with no threshold, through a tax representative.

  • Mandatory: BHD 37,500 of annual taxable supplies
  • Voluntary: BHD 18,750 of taxable supplies or expenses
  • Non-residents: no threshold — register from the first taxable supply
  • Zero-rated supplies count toward the threshold; exempt supplies do not

Registering with the NBR

Registration is completed on the NBR portal and issues a VAT account number plus a registration certificate that must be displayed at the place of business.

  • 1. Create an NBR portal account linked to the commercial registration (CR).
  • 2. Complete the VAT registration form, confirming CR details and business activities.
  • 3. Declare the value of supplies for the last 12 months and the expected value for the next 12.
  • 4. Add the IBAN in the entity's legal name.
  • 5. Attach the CR extract, identity documents for the authorised signatory, and financial evidence.
  • 6. Submit and download the VAT registration certificate on approval.

Filing frequency and deadlines

Filing frequency depends on turnover: larger taxpayers file monthly, and most registrants file quarterly. The return and the payment are both due by the last day of the month following the end of the tax period. Records are kept for five years, and ten years for real estate.

The partial-exemption trap

Bahrain's economy is weighted toward banking, insurance and professional services, and margin-based financial services are exempt from VAT. Exempt supplies restrict input tax recovery, so a business making both taxable and exempt supplies must apportion the VAT it incurs on overheads rather than recovering it in full.

Applying a blanket recovery rate — or recovering everything and hoping — is one of the most common causes of NBR assessments. Track input tax by whether it is directly attributable to taxable supplies, directly attributable to exempt supplies, or residual, and apply the apportionment method to the residual pool only.

Penalties

The NBR applies administrative penalties for late registration and filing, and the VAT Law provides for criminal sanctions in evasion cases.

  • Up to BHD 10,000 for failing to register within 60 days of the obligation arising
  • 5% to 25% of the tax due for a late return or late payment, depending on the delay
  • Penalties for failing to issue compliant tax invoices or to keep required records
  • Evasion can attract penalties of up to three times the tax due and criminal referral
