E-invoicing status

The Oman Tax Authority has published a phased e-invoicing roadmap starting with large taxpayers, based on a clearance model similar to ZATCA's.

Import VAT is settled through the Bayan customs system and claimed back in the same quarterly return where recoverable.

Payroll and banking

PASI social insurance applies to Omani nationals at 11.5% employer and 7% employee contributions, and end-of-service benefits accrue for expatriate staff under the Labour Law. Salary files are produced as WPS file uploads via the Ministry of Labour portal and the employer's bank, and bank statements import from Bank Muscat, Sohar International, Bank Dhofar, National Bank of Oman.

Penalties to avoid in Oman

  • OMR 500 to OMR 5,000 for failing to register or notify changes
  • 1% of unpaid tax per month of delay on late payment
  • OMR 1,000 to OMR 10,000 for failing to issue compliant tax invoices
  • Up to OMR 20,000 and criminal referral for tax evasion
